Although these numbers are subjective… for men, visible abs usually happen around 10% body fat. For women.. around 14-18% body fat. 
In order to lower your body fat, eat clean in a caloric deficit, do cardio (HIIT is great for fat loss) and lift weights. While some people (depending on your genetics and current fitness level/body composition) can lose weight from JUST eating clean or JUST working out… you are going to get the best results from incorporating all three in your fat loss arsenal!Remember though, weight loss does not always equal FAT loss. Just because the number on the scale is going down, does not mean you are losing JUST fat. Often times the first several pounds are due to water weight. Also… be sure and get plenty of protein in your diet and avoid marathon cardio sessions so you don’t burn up precious muscle. The more muscle you have on your frame, the faster your metabolism is at rest, (you burn more calories JUST BY BEING ALIVE when you have more muscle). Plus once you lose fat, you will want to have some muscle underneath to give you that “tone” look and avoid being “skinny fat”.
